Educational Requirement : Essential Diploma or Bachelor’s degree in Computer Science, IT, Telecommunications, or Electrical/Electronic Engineering.
Other Requirement :
  • Age 22 to 59 years
  • Expertise in latest version of Microsoft Operating System and Business Applications (Office365)
  • Good knowledge of computer hardware and maintenance processes, network theory and their respective protocols, main email systems, IT security best practices and IT service management tools (ITSM). Preferable knowledge of Fortinet Devices.
  • Understanding in Server Management (latest version of Microsoft Operating System, Active directory), virtualization (Hyper-V), and preferable knowledge of Synoglogy and QNAP OS.
  • Understanding of radio telecommunication concepts (HF, VHF, GSM, Satellite)
  • Teaching and supporting skills.
  • Responsibilities : Accountabilities:
  • Monitoring, maintaining and following up on all Information Technology (IT) and Telecom equipment, tools and services in the mission, in accordance with MSF standards, policies, protocols and procedures.
  • Supervising, implementing and improving data security protocols (data saving, firewall, User Access right, backup, security for equipment and software, etc.) to ensure data security, availability, and immediate operational recovery and continuity in case of emergency.
  • Providing technical support and presenting MSF standards, policies, protocols and procedures to all users. Providing advanced technical support to logistics experts dealing with IT and Telecom systems. When needed, liaise with the Information Systems (IS) Specialist and/or HQ Technical Referent for 2nd line support, as well as with external providers, to ensure any incidents or problems that cannot be solved at his/her level are appropriately escalated.
  • Providing educational support (briefing, and support, etc.) to all users. Providing advanced educational support (briefing, training and support, etc.) to logistics experts dealing with IT and Telecom systems.
  • Providing regular activity reports for the sites under his/her responsibility in accordance with MSF guidelines. Updating and archiving all user and ICT (Information and Communications Technology) related documentation due to changes in the IT and Telecom infrastructures.
  • Participating in the establishment of the annual budget of the IT and Telecom families. Providing his/her technical expertise in the local purchase process.
  • Planning, preparing and reporting the visits to the site(s) under his/her responsibility to ensure the preceding pointsPerforming any other task, specific to his/her area of specialty, as defined in his/her job description and according to the line manager.
  • MSF Section/Context Specific Accountabilities:Electricity
  • The ICT Supervisor is expected to support energy-related tasks essential for the functioning and safety of ICT systems. These activities must be carried out under supervision, meaning the supervisor is expected to apply policies and tools properly, perform tasks with few errors, and seek guidance when necessary.
  • Always apply the three core principles when handling electricity: Safety, Protection, and Continuity of Service.
  • Ensure safe use and setup of all energy sources connected to ICT systems.  Follow a logical, step-by-step approach to identify and resolve simple electrical problems affecting ICT devices (e.g. no power to a router or server, power surges, unstable current, faulty cables).
  • Understand and apply the basic electrical laws (Volts, Amps, Watts, AC/DC) when using or setting up power for ICT systems.
  • Report recurring energy-related issues to the Logistics or Technical teams for further action.
  • Information and Communication Technology
  • The ICT Supervisor is expected to manage core ICT functions independently, ensuring systems are maintained, problems are solved effectively, and improvements are proposed.
  • Implements policies, tools, and processes with no major mistakes. Proposes improvements. Requests assistance only when needed. Requires little supervision.
  • Independently manage and maintain the organization’s computer network architecture, including configuration of routers, switches, and access points.
  • Apply sound knowledge of network protocols (e.g., TCP/IP, DHCP, DNS, VPN) to configure and troubleshoot network connectivity across offices and field locations.
  • Install, configure, and maintain computer hardware and software (e.g., laptops, desktops, printers, antivirus, productivity tools) with minimal errors and without supervision.
  • Identify recurring technical issues and propose process or system improvements to reduce downtime or improve user experience.
  • Telecommunications
  • The ICT Supervisor is responsible for ensuring the setup, maintenance, and functionality of telecommunications systems essential to operations.
  • Ensure proper mounting, cabling, and grounding of offices, and field bases according to organizational safety and performance standards.
  • Set up and maintain standard satellite communication systems (excluding V-SAT), such as BGAN terminals or portable satellite phones, ensuring correct antenna alignment, device activation, and signal verification.
  • Establish and support standard data transmission through satellite, ensuring basic internet access or data flow in all locations.
  • Brief and support users (e.g., field staff, drivers, team leads) on the proper use of satellite phones, and other communications tools, including safety protocols.
  • Safety
  • Ensure the availability and functionality of communication systems used in emergencies (e.g., backup satellite phones, B-gan), and report any gaps to the line manager or Logistics manager.
  • Monitor and report any ICT-related safety concerns or vulnerabilities (e.g., unprotected data, unauthorized access, non-functional IT equipment, misuse of IT communication devices) to the line manager or Logistic manager for prompt action.
  • Flexibility and Support Coverage.
  • Provide ICT support to other project locations and the Coordination office when required, including during gap coverage, emergencies, or planned support missions.
  • Demonstrate flexibility in travel and deployment as needed to ensure continuity and quality of ICT services across all country program locations.
