Project Name: ‘‘Health System Strengthening at Government Health Facilities at Cox’s Bazar’’Reportable to: UH&FPO – Ukhiya and Teknaf, Cox’s BazarMonitoring & Technical Assistants: PHD in collaboration with IOM will deploy a group of staff led by Team Leader for round-the-clock monitoring and technical support. This may include spot check, review of performance reports and assessing technical competency.Accountable to: As an appointing authority, you will be accountable to PHD for legal and disciplinary procedures for which PHD will review your performances periodically. Team Leader of this project and senior officials will represent PHD.Job Objective:The Emergency Medical Officer (EMO) will be recruited as a part of human resource support under the joint collaboration between PHD and IOM to enhance access, quality and utilization of essential health, nutrition and GBV services in Upazila Health Complex (UHC) at Ukhiya and Teknaf, Cox’s Bazar. The Emergency Medical Officer (EMO) will be responsible to provide immediate, high-quality care to emergency patients through rapid assessment, stabilization, and treatment, while ensuring effective coordination with medical teams & maintaining accurate documentation adhering to clinical protocols and standards.Responsibilities:The Emergency medical officer will undertake the following tasks in the emergency department assigned by the hospital authority, not limited to:
Conduct Medical consultation of patients enrolled in the Emergency Department which includes adequately assessing the patient's conditions (history, examination, and patient views), examining the patient, and make diagnoses to determine the specific needs of treatment/management and/or any intervention according to national and international clinical guidelines.
Perform various emergency interventions and procedures to stabilize critically ill patients in the emergency department according to standard guidelines. Ensure optimal clinical care, resuscitation and trauma management including the execution of emergency surgical procedures when required.
Prepare all necessary information updates to consultants and make relevant case summaries before participating in the medical board for any complicated cases involving other departments, e.g., Medicine, Surgery, Obs-Gynae, Anesthesia, or any other units.
Contribute to management, availability and expire date of ED medicines, instruments, logistics and other arrangements for ED patients.
Ensure implementation of infection prevention and control (IPC) measures within the ED.
Follow up the patients in the observation corner in ED through time to time visits, reassessing clinical status, physical examinations, consultations and ordering the necessary investigations and making decisions regarding discharge, admission, or transferred to other relevant departments.
Provide care that respects local customs and is sensitive to the needs of female patients, adolescents, and survivors of gender-based violence (GBV).
Arrange for patient referral to higher facilities with ensuring appropriate stabilization and documentation as and when necessary, in collaboration with other doctors/nurses.
Keeping daily patient data and maintaining medical records along with disease profiles, patient registries, and clinical notes in compliance with hospital standards.Coordinate with data entry operators to collect medical information timely and other details into DHIS2 with maintaining confidentiality.
Actively participate in emergency preparedness, mass casualty management, outbreak response, and special campaigns as coordinated by local health authorities.
Keep the patient and/or their family informed about the diagnosis, prognosis, treatment plan, and post-discharge instructions, while also providing appropriate counselling on the medical condition and bereavement when necessary.
Engage in ED quality improvement activities such as morbidity and mortality reviews, audits, and incident reporting.
Support mentoring and training of health workers e.g.-Intern doctors, Nurses, and other support staffs.
Providing health education and support behavior change communication for a patient during discharge.
Perform any other duties assigned by the Supervisor or PHD management in support of hospital functions or emergency public health priorities.
