Helen Keller International (HKI), an International NGO, has been working in Bangladesh since 1978. HKI implements different projects in partnership with national and international NGOs, development partners, academic and research institutions, and the private sector. HKI takes a gender-sensitive approach to improving nutrition, food security and eye health. Current program areas include Dhaka, , Khulna, Barisal, Sathkhira, Nilphamari, Sylhet, Chittagong, and the Chittagong Hill Tracts (CHT) districts of Khatgrachari and Bandarban. On September 30, 2015, USAID`s Office of Food for Peace (FFP) awarded HKI a five-year cooperative agreement to lead the `Sustainable Agriculture and Production Linked to Improved Nutrition Status, Resilience, and Gender Equity` (SAPLING) program with the overall goal of improving gender equitable food security, nutrition and resilience of vulnerable people within five upazilas of the Bandarban District of CHT. To achieve this objective, HKI is working in partnership with CRS, CARITAS Bangladesh, five local implementing partners, individuals, communities, traditional institutions and the Government of Bangladesh to affect enduring positive change by addressing immediate needs while investing in the future of food security and resilience.

Strong understanding of monitoring and evaluation principles, methodologies, and tools, including experience with quantitative and qualitative data collection and analysis techniques.
Excellent analytical skills, with the ability to interpret complex data sets and generate actionable insights.
Proficiency in data management and analysis software such as Excel, SPSS, STATA, or similar tools.
Excellent written and verbal communication skills in English and Bangla, with experience in preparing and presenting reports to diverse audiences.

We are currently implementing programs to prevent blindness and Neglected Tropical Diseases alongside programs to improve nutrition and food security that integrate gender-sensitive approachesBase Station: Any sub-district under Sunamganj and Barishal DistrictReport To: Project Manager - Transforming Lives Through Nutrition projectSupervises: NoneScope of Work: The MEAL Officer will be responsible for overseeing monitoring, evaluation, accountability, and learning activities for the Transforming Lives Through Nutrition project in the assigned district. This role includes collecting and analyzing data to track progress, measure outcomes, and assess project impact. The officer will ensure timely reporting and support data-driven decision-making. They will manage feedback and accountability mechanisms to promote transparency and community participation. The MEAL Officer will also document lessons learned and best practices, supporting adaptive management and continuous improvement. Additionally, the role involves building the capacity of project staff in MEAL practices and ensuring effective integration of MEAL across all stages of the project.RESPONSIBILITIES:Monitoring & Evaluation
Develop a mechanism in Excell (performance tracker) to monitor and track achievements against weekly and monthly target
Develop and maintain an online based Severe Acute Malnutrition (SAM) and Moderate Acute Malnutrition (MAM) tracker.
Provide technical support to the Implementing partners (IPs) for preparing their monthly and quarterly report
Prepare master data sheet and provide necessary support to IPs on-time report preparation to management/donor level use
Support data management, analysis and report writing.
Conduct regular field visits to project sites to monitor activities, Data Quality Assessment (DQA), assess progress, and identify challenges .
Analyze monitoring data to track project indicators, measure progress against targets, and identify trends or patterns that may impact project outcomes.
Prepare timely and accurate monitoring reports, including narrative summaries, data visualizations, and recommendations for project improvement.
Provide training and technical support to project staff and partners on monitoring and evaluation methodologies, data collection techniques, and reporting requirements.
Ensure the quality and integrity of monitoring data through regular data verification, validation, and quality assurance checks.
Transfer knowledge on the performance indicator tracking table and the performance indicator reference sheet to implementing partners.
Ensuring full adherence to M & E plan
Make regular visits to the field and partner NGOs to collect and verify data, and to support the implementation of M&E.
Support local partners to review and analyze monitoring data, and help use the findings to improve program performances
Capture Learning and Knowledge Management
Support to capture learning, best practices and success stories regularly from the field
Facilitate learning and knowledge sharing among project stakeholders by documenting best practices, lessons learned, and success stories.
Collaborate closely with project staff, and partner to coordinate monitoring activities and integrate monitoring findings into project planning and management processes.
Ensure compliance with donor requirements, organizational policies, and government regulations related to monitoring and evaluation.
Accountability: The MEAL Officer will be accountable to the Project Manager of the project for performance. He/She will work closely with the MERL Manager, Nutrition Officers, Agriculture and Food System Officers and Implementing Partner’s staff.
