Age at most 45 years
Minimum 5 years of development work experiences including Disability/ Livelihoods/SME/Market Development/Entrepreneurship/Inclusive Education/DRR in supervisory MEAL position of minimum 3 years.
Proven track record with reputed national NGO/INGO institutions.
Clear understanding and knowledge of Disability/ Livelihoods/SME/Market Development/Entrepreneurship/Inclusive Education/DRR to market development, sub-sector analysis.
Familiarity with contemporary Monitoring, MIS, Evidence and Learning concepts and tools
Solid background to establish monitoring and MIS framework at project and field level
Excellent skills in community mobilization and understand team approach
Experience in profit analysis and business planning with marginalized group members
Excellent training facilitation, coordination, negotiation and documentation skills
Understand the roles of different actors in market development and private sector engagement
A high level of attention to detail including proven ability to manage multiple, competing priorities simultaneously
Prior experience working in the context of various donor-funded livelihood/ Disaster Management /other development projects
Advanced user automated MEAL tools and proficiency in English
Self-reliant, ability to work independently and effectively in a multi-talents environment and willing to work under pressure in remote areas
Good analytical and problem-solving skills; ability to think creatively and encourage colleagues to take initiative.
Undertake frequent field visits and door to door service (70%+)
Respectful to human dignity
Excellent analytical and conceptual skills.
Excellent written and verbal knowledge in both Bangla and English.
Excellent communication, representation, and networking skills.
Experience in the use of computers and office software packages, (i.e. MS word, excel, PowerPoint etc.) and database packages are required.
Experience in statistical analysis (Stata/SPSS) will be required
Able to maintain confidentiality and discretion
Willing to frequent field visit including remotest project working area
Professional, cooperative, efficient and effective working attitude.
Skilled in motorbike driving and having valid driving license.

Responsibilities
:
Responsibilities:The responsibilities of the MEAL officer include but are not limited to the descriptions below:
Play an active role as Head office and Project office team members to project design and implement the activities
Lead to develop results measurement and MIS framework, facilitating knowledge acquisition, storage and dissemination
Conduct research to assess constraints and opportunities, find out primary actors of the enterprise development, their roles and responsibilities as well as relationships due to provide sustainable market-based solutions, inclusive education, disaster risk reduction, inclusive health services, building disability rights & awareness and community-based organization.
Effectively contribute to project design and implement business plan on different trades for smallholders
Ensure that monitoring and results measurement activities are well planned, resourced and carried out so that relevant and useful information is generated on intervention performance
Ensure in the development of results chains before implementation and ensuring that a measurement plan is in place before interventions are executed and in compliance with M&E system
Assist in baseline survey, phase evaluation/ impact evaluation etc. and result incorporation in next phase design.
Work with the team to review and revise the results chains, indicators and results measurement plans
Monitor the timely execution of Monitoring and Results Measurement (MRM) plan
Report on Monitoring, Results measurement (on impact/ outcome level), Key Performance Indicators (KPI) and Management Dashboard of the assigned projects on regular basis
Develop study/assessment plans, data collection and analysis tools and guidelines, training on assessments and data collection, developing reporting outlines & formats, developing process management tools & guidelines
Follow up and monitor the field implementation with group members of SHG for ensuring their capacities to explore new market opportunities for the IGA holder /producers/ value chain actors and update the senior team members
Prepare field progress report and other reports regularly (Quarterly, Half Yearly & Annually), document the key learning & findings
Practice, promote and endorse technical guidance to program team from comprehensive development aspects.
Prepare report on project activities for NGOAB, Upazila Office and District Office as per requirement & standard.
Networking and communication with project stakeholders and represent of ILPWDVD project in different meeting/forum.
Employment Status:Contractual (Yearly Renewal): Depends performance evaluation and funding availability.
