  • ABOUT the position
  • This position is based in Rangamati and reports to Head of Field Operations
  • THE ROLE
  • The HoFO is responsible for planning, managing, and coordinating WFP’s sub-office operations in Rangamati, Khagrachari, and Bandarban districts (Chattogram Hill Tracts) to ensure the effective and efficient delivery of food assistance programmes. This leadership role involves providing direction and oversight for all WFP activities in the area – including support to government capacity-strengthening and emergency response initiatives – to achieve local food security and nutrition goals. The HoFO proactively addresses operational challenges and fosters strong relationships with stakeholders to maximize WFP’s impact in CHT region.
  • KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority):
  • CHT Programme Portfolio and& Integration: Support the development of a comprehensive CHT programme portfolio, ensuring alignment with ongoing WFP interventions and integrating new initiatives. This includes finalizing the planning stage of an existing proposal. Support in developing a CHT portfolio including clear plan for integration with existing ongoing WFP CHT programs. (currently one proposal is on planning stage)
  • Stakeholder Engagement & Coordination: Build and maintain effective working relationships with local authorities and government counterparts (e.g. CHT Regional Council, CHT Development Board, Hill District Councils, District Administration). Represent WFP in local coordination meetings and forums to advocate for food security and nutrition priorities, and support government-led efforts in emergency preparedness and the implementation of social safety net programmes.
  • Partnerships: Develop and sustain partnerships with cooperating partners, including local and international NGOs, UN agencies, civil society organizations, and community groups involved in food security and nutrition. Collaborate on joint initiatives and identify opportunities to complement or enhance assistance packages, serving as WFP’s focal point for information exchange and coordination with partners and field-level donors.
  • Strategic Programme Implementation & Monitoring: Develop a clear implementation and monitoring strategy for social protection and government safety net programmes in CHT, tailored to the local context and operational challenges
  • Field Presence & Assurance: Maintain a strong field presence by frequently visiting project sites and distribution points. Supervise critical food or cash distributions and programme activities to ensure that assistance reaches intended beneficiaries in an accountable and dignified manner. Address any operational bottlenecks or beneficiary concerns on the ground and escalate significant issues to the Country Office as needed.
  • Reporting and Information Management: Provide recommendations on a structured reporting mechanism for tracking most vulnerable groups in most vulnerable pockets, ensuring sensitivity to political and operational complexities
  • Emergency Preparedness & Response: Develop and update contingency plans for natural disasters or other emergencies (e.g. landslides, floods) in coordination with local disaster management committees. In the event of an emergency, coordinate the rapid field response – organizing food or cash distributions, mobilizing cooperating partners, and ensuring WFP’s emergency protocols are followed. Prepare timely emergency situation reports and share information with the Country Office and humanitarian coordination bodies to support informed decision-making and resource mobilization.
  • Coordination & Capacity Building: Strengthen field-level emergency preparedness by coordinating planning efforts with partners and local government agencies. Organize training and orientation for standby partner NGOs to boost readiness and improve coordination with government counterparts. district authorities, disaster management committees) during emergencies. Provide capacity-building support to improve the implementation of government safety net programmes under various ministries (e.g. MoWCA, MoF, MoPME, MoDMR), including joint field visits with officials and follow-up on actions to drive programme improvements.
  • Other Responsibilities: Perform any other duties as required to support WFP’s humanitarian and development mission, including participation in national-level initiatives, contributions to assessments and surveys, facilitating visits of delegations, and backing up colleagues in other field sites as necessary.
  • Financial Oversight & Administration: Oversee the sub-office’s financial and administrative functions in compliance with WFP policies. This includes managing the petty cash (imprest) account, reviewing and approving local expenditures and vendor payments, verifying staff travel expense claims, and ensuring timely replenishment of funds. Maintain transparent and accurate financial records (e.g. perform cash counts, bank reconciliations in corporate systems) and ensure cost-effective use of resources.
