Job Purpose: The Project Manager will play a critical role in the USAID-funded Bijoyee Project, implemented by UCEP Bangladesh. The project Manager will be responsible for overall project execution and coordination with the consortium partners, including partner management, personnel management, recruitment and staffing; performance management, monitoring, and reporting; budgeting and financial management, and supporting data collection and analysis. Core Job Responsibilities: Strategic Leadership;
Clearly communicate and uphold UCEP Bangladesh's values, vision, and mission while contributing to the development and implementation of strategic plans and policy frameworks as required.
Collaborate in the formulation of policies and guidelines and ensure their effective implementation to achieve organizational objectives.
Design and implement a business plan focused on sustainability, incorporating short-, medium-, and long-term strategic objectives and measurable business goals.
Project Management and Implementation;
Lead the planning, execution, and monitoring of USAID Bijoyee Project to achieve the project's goals and objectives.
Develop and oversee work plans, budgets, and timelines, ensuring alignment with UCEP Bangladesh, Care and USAID’s standards.
Ensure the timely delivery of project deliverables and compliance with donor requirements.
Oversee sub-partner agreements, budgets, and performance, ensuring adherence to contractual obligations and USAID compliance standards.
Financial management;
Ensure implementation of annual plan and budget in a compliant, efficient and effective manner according to the relevant policies and government rules.
Control all procurements, revenue & expenditure budget following policies of UCEP Bangladesh, Care and USAID.
Stakeholder Engagement;
Build and maintain relationships with key stakeholders, including Care, USAID, government agencies, community organizations, and youth networks.
Facilitate knowledge exchange and resource-sharing between the private sector partners and the project's youth-led and youth-serving organizations.
Funding Opportunities;
Identify and secure funding opportunities from the private sector, including grants, sponsorships, and in-kind contributions.
Prepare high-quality proposals and presentations to pitch the project to potential private sector partners.
Monitor and track the utilization of funds received from private sector partners, ensuring compliance with donor requirements.
Technical support to Soft Skills Training and Green Skills Training to strengthen TVET and job linkage;
Provide technical assistance to develop high-quality skills development programs by ensuring safe, inclusive infrastructure and learning environments.
Developing and integrating soft skills and green skills curricula into TVET programs, ensuring alignment with industry demands and sustainable development goals.
Analyze labor market trends to adapt training programs to emerging industries.
Monitoring and Reporting;
Work closely with the Monitoring, Evaluation, Accountability, and Learning (MEAL) team to monitor project progress and evaluate its impact effectively.
Conduct regular supervision of project activities in collaboration with UCEP Regional teams to ensure service quality and effective management.·
Prepare and deliver accurate, timely, and comprehensive reports to CARE, USAID, and other stakeholders, including monthly, quarterly, and annual updates.
To carry out any other relevant tasks assigned by the UCEP authority as and when necessary.
