Educational Requirement : Masters A postgraduate degree (Master’s or higher) in one or more of the following disciplines:Climate Change and Environmental ScienceDisaster Risk Reduction Public HealthDevelopment StudiesSocial Sciences or a related relevant field
Other Requirement : Professional Experience
  • Minimum 5 years of progressively responsible professional experience in the field of:
  • Climate change adaptation and resilience building
  • Disaster preparedness and community-based risk reduction
  • Health and environmental vulnerability assessment
  • Integrating climate considerations into development or public health programming
  • Proven experience in conducting community-based assessments, stakeholder consultations, and participatory workshops in rural or low-resource settings.
  • Prior experience working with NGOs, UN agencies, development partners, or government institutions.
  • Fluency in Bangla and English (All deliverables and reports to be drafted in English).

  • Responsibilities : Project: Nirapode Bhasa – Climate-Resilient Drowning Prevention InterventionsDuration: 4 Months: September – December 2025 (Full-time consultancy basis) with possibility of extensionLocation: Dhaka (with field visits to intervention sites in Barisal)BackgroundThe Nirapode Bhasa project, implemented by the Centre for Injury Prevention and Research, Bangladesh (CIPRB), funded by RNLI, aims to enhance the resilience of drowning prevention interventions - childcare centres and survival swimming lessons in the face of climate change impacts. Bangladesh is increasingly experiencing the compounded effects of extreme heat, prolonged wet seasons, and natural disasters (e.g., floods, cyclones). These hazards not only threaten the safety and health of vulnerable populations but also disrupt the continuity of our interventions, increasing the overall risk of drowning, especially among children.To ensure that our interventions are climate-adaptive, community-owned, scalable, and sustainable, we seek to engage a Climate Change Resilience Expert. The consultant will help co-design low-cost solutions, build partnerships with climate-focused actors, and guide the integration of climate-informed programming across our work.Objectives of the AssignmentThe overall objective is to support CIPRB in enhancing the climate resilience of Childcare Centres (Anchal )and SwimSafe interventions under the Nirapode Bhasa project by:
  • Conducting participatory research and assessments on seasonal and health hazards,
  • Co-developing climate-resilient, context-specific, and scalable adaptation strategies and solutions,
  • Facilitating knowledge exchange with national and international climate resilience actors.
  • Scope of Work and Key Responsibilities: The Consultant will be responsible for-Technical Support to Project
  • Identify and engage relevant government and non-government organizations working on climate-adaptive community-based interventions; facilitate cross-learning.
  • Conduct needs assessments on how seasonal hazards affect implementation of Childcare Centre and SwimSafe interventions.
  • Develop tailored seasonal risk and health event calendars for each intervention location.
  • Workshop Facilitation and Collaborative Solution Design
  • Sharing global and local experiences on climate resilience,
  • Presenting the Nirapode Bhasa climate adaptation needs,
  • Support in forming a 'working group' of climate, health, and child safety experts from various stakeholders.
  • Co-design and facilitate community and national level design workshops to identify and prioritize potential climate adaptation solutions that is low-cost, scalable and community-owned for pilot implementation.
  • DeliverablesThe Consultant is expected to produce the following outputs:
  • Inception Report detailing approach, methodology, and work plan.
  • Workshop Report documenting experience sharing, stakeholder mapping, and initial ideas for climate-resilient solutions.
  • Stakeholder Engagement Summary highlighting organizations and partners identified, and engagement outcomes.
  • Seasonal Risk & Health Events Calendar tailored to each intervention site.
  • Needs Assessment Report covering seasonal and climate-induced barriers and challenges to program delivery.
  • Solution Execution Plan outlining practical, community-owned, sustainable, low-cost climate resilience adaptations for Childcare Centres and SwimSafe programs.
  • Final Consultancy Report summarizing progress, challenges, recommendations, and next steps.
